<p>Our customer is a top fortune 500 CRO company.</p><p>Job Description</p><p>Based in China, the Senior Procurement Manager leads clinical outsourcing procurement and day-to-day procurement operations, supporting US R&amp;D and Clinical Operations as well as corporate functions including IT, HR, Finance and Legal. The role manages CRO and clinical vendor commercial relationships, including MSAs, SOWs, milestone-based payment terms and change orders, and owns the full procurement lifecycle from sourcing and negotiation through purchase orders, invoice verification and supplier performance monitoring. This hands-on role combines strong commercial judgment with direct operational execution to drive cost control across the clinical development lifecycle and build compliant, scalable procurement processes.</p><p>Essential Responsibilities and Duties</p><ul><li>Lead commercial procurement for CROs, CDMOs and other clinical service providers, negotiating and administering SOWs, milestone-based payment schedules, change orders and contract amendments under existing MSAs.</li><li>Analyze vendor proposals, pricing and change orders for commercial reasonableness and budget alignment; challenge unsupported cost increases, duplicate charges and unfavorable payment terms, and develop negotiation strategies that minimize avoidable spend while protecting clinical timelines and quality.</li><li>Manage end-to-end procurement transactions across clinical and corporate functions, including quotations, purchase requisitions, purchase orders in the ERP system, order tracking, supplier onboarding, vendor master data, renewals and transaction closure.</li><li>Verify vendor invoices against contracts, approved SOWs, purchase orders, change orders and milestone requirements, and partner with business owners and Finance to confirm delivery and resolve discrepancies.</li><li>Maintain visibility over contracted, committed, actual and forecasted spend through contract registers, milestone trackers and vendor spend reports; assess the financial impact of scope changes and report commitments, cost risks and negotiation outcomes to management.</li><li>Identify and evaluate suppliers through competitive sourcing, monitor supplier performance, and drive cost savings, cost avoidance, supplier consolidation and improved payment terms.</li><li>Implement and improve standardized procurement procedures, approval workflows, templates and controls; ensure all commitments comply with the company's delegated authority framework and support internal and external audits.</li><li>Serve as the key procurement partner to US R&amp;D, Clinical Operations and US- and Europe-based G&amp;A teams, leading vendor negotiations in English and communicating status, risks and decisions across time zones.</li><li>Other duties as assigned</li></ul><p>Education and Experience:</p><ul><li>Bachelor's degree in Supply Chain Management, Procurement, Finance, Business Administration, Life Sciences or a related discipline.</li><li>7-10+ years of experience in procurement, strategic sourcing, contract or vendor management, preferably in biotechnology, pharmaceuticals, CRO/CDMO services or other regulated life sciences environments; experience supporting clinical development programs and managing CRO relationships strongly preferred.</li><li>Demonstrated hands-on experience negotiating SOWs, milestone payment terms and change orders, and executing procurement transactions end to end; experience working with US-based stakeholders or in a multinational organization highly desirable.</li></ul><p>** This is a 12 months contractor, Immediately available candidates are more preferred. **</p><p>其他信息</p><p>语言要求：普通话 + 英语</p><p>行业要求：专业技术服务</p><p><em>By clicking 'apply', you give your express consent that Robert Half may use your personal information to process your job application and to contact you from time to time for future employment opportunities.
